The Fulton XLT1401 trailer winch you reference has been discontinued for a while, and so are it's parts, unfortunately.
Your best, and most likely easiest solution, is for a full replacement.
I recommend the Dutton-Lainson Hand Winch # DL15337.
This winch has the same 1,400lb capacity, as well as a 20 foot strap. This option has a 9" handle, however if you prefer a smaller handle, you can use # 348776.

The Single-Speed Boat Trailer Winch part # 315-W1800D I can confirm comes with a 20' winch strap and attached clevis. It has everything you need to use right out of the box. The only thing you'd need to provide on your own is mounting hardware but a lot of times people will reuse their old hardware or just take a trip to the hardware store to get some. The mounting hardware is not provided as it would vary by application and it's very standard stuff you can find at any local hardware store.

The Bulldog Winch Dual USB Port # BDW20287 does not include the wire to connect it to your trailer's electrical system but you can use 18-gauge wire in a run as long as 50-feet. If you need a longer wire run, or if you just want to ensure full current capacity, then use 16-gauge wire. For 16-gauge black wire use part # 16-1-1; for white use part # DW02359-1. Both are sold by the foot. view full answer...
